Is the state aid for Capital Outlay a “one-time thing”?

It is most likely to be continuous.

The Kansas State Department of Education confirmed on September 18, 2014 that the Capital Outlay State Aid was “a result of a court order and funded through a demand transfer.” This was the legislators means of fulfilling the Kansas Supreme Court’s requirement to protect poor districts from being hurt by the school funding formula.

While the legislators could go back and change the means they fulfill the Supreme Court’s requirement, the information from KSDE is that it is anticipated to continue.
